This document contains the definitions and explanation of the terms pertinent to the air transportation system disruptions and provides regional guidance material for increasing the resilience of the system in the ICAO EUR Region. The aim of the framework is to increase the resilience by identifying potential risk scenarios, develop contingency plans for the relevant scenarios and a general approach to crisis management “if everything else fails”. The actual procedures (including emergency response procedures) are not within the scope of this document.
