The purpose of this Circular is to assist States in assessing the types of surface movement guidance and control systems required at their various aerodromes. As all aerodromes require a surface movement guidance and control system of one kind or another the main question is the extent of the system required. This Circular attempts to provide States with the best information available a t the present time.
